President Kim Il Sung considered the problem of power as a fundamental issue in the revolution from the beginning of his revolutionary struggle, set forth a Juche-oriented line of building people’s power and led wisely the struggle for its realization.
He put forward a unique line of people’s revolutionary power based on the Juche idea in the historic Kalun meeting (June 30-July 2, 1930), Mingyuegou meeting (December 1931) and other meetings.
In the meeting for setting up the people’s revolutionary government held in Sishuiping village in the Jiayahe guerrilla zone he said that the people’s revolutionary government was not one ruled by a king, but one governed by the people as a master of power and not one serving in the interest of a landlord, capitalist or an individual, but a popular government fighting for championing the rights and liberty of the people and working for the sovereignty of the country and happiness of the people.
Many people’s revolutionary governments were set up in the former half of 1930s in the guerrilla zones along the Tuman River in accordance with the line put forth by him, which were conforming to the specific realities of the Korean revolution
He established the Provisional People’s Committee of North Korea, a genuine people’s government after the liberation (August 15, 1945) based on this experience and announced in September 1948 the founding of the Democratic People’s Republic of Korea, a genuine people’s state representing the interests of the Korean people
