On January 11, 1980 Chairman Kim Jong Il gave instructions to build an ice rink in Pyongyang. He said the ice rink should be built flawlessly to hold international games. Accordingly, it should have a roof for the use for summer and winter, he noted. He indicated the detailed orientation of the design.
Later, while looking over the design, a product of designers’ wisdom, he was told that the ice rink would be off from June through October every year. He said if the people could not have access to it for five months every year, there would be no need to build it and he would solve all the problems concerning cooling apparatus needed. He said that the building of the ice rink should be planned again so that the ice rink could go into operation all the year round.
Noting that there should be no polluted air in the gymnasium, the air inside the gymnasium should be replaced with the fresh one 100 percent, capitalists care for expenses for the building and operation, but the funds should be out of question in our construction, he asked to plan the building again from the popular point of view.
