One day in July 1997 Chairman Kim Jong Il called officials to tell them about poor supply of pencils to primary school children.
He said severely that it did not hold water in every respect now that the President Kim Il Sung had put the production of pencils on the first agenda of the Provisional People’s Committee of North Korea in such a difficult time following the liberation.
The officials felt much guilty about their thought to shelve the matter when the country had been hard up.
On the day, the Chairman emphasized to put precedence over the production of pencils however difficult the country’s condition might be, and said that we had to regard children as kings.
