One day in June 1999, Chairman Kim Jong Il gave detailed instructions on the decisive improvement of the quality of cosmetics and the modernization of the equipment in Factory, while visiting the Sinuiju Cosmetics Factory. In the middle of the ground, he looked round the compound of the factory and its surroundings with a deep thought and told the officials that the site of the factory was not satisfactory and it was lack of logic to produce cosmetics in a place of unfriendly-environment, though the water of this place was good enough.
Looking at the officials conscience-stricken, he said that a good production environment is important for the quality cosmetics, so the old factory had to be replaced with a brand- new one beyond an improvement of equipment only.
Therefore, the cosmetics factory moved to a place with good water and a fine scenery in Namsinuiju.
